貿易活動において、貨物の輸出入を行なう際は、税関へその品名、種類、数量、価格等についての詳細を提出し、適切な検査を受けることが必要となります。この過程は関税やその他の税金の納税を伴い、税関から正式な許可を得る手続きとなります。この許可なくしては、輸出入の過程は完結せず、輸出貨物は外国へと送られず、また輸入貨物も国内への受け入れが認められません。この規定は、輸出入が適法に行えるように税関が監視役を果たしていることを示しており、全ての取引者に従うべき手順を定めています。英語でこの手続きは”Customs Clearance”と呼ばれています。’
