現代社会では、高齢者や障害者を含むあらゆる人々が、年齢や身体能力を問わず、WEBを自由に利用できるようになっています。ウェブアクセシビリティ（web accessibility）とは、このような状況を可能にする概念で、「WEBとの接続を可能にする」ことを意味します。つまり、どんな方でも簡単にWEBを利用でき、そこで提供される情報にアクセスできるということです。

2021年6月には、この考え方を踏まえ、政府が「障害者差別解消法」（2016年4月全面施行）を改正しました。それまで民間企業にとっては努力義務だった障害者への「合理的配慮の不提供の禁止」が、法律上の義務となりました。これは、障害者から何らかの配慮を求められた際、事業者が過度な負担を強いられない範囲で、社会的な障壁を取り除く手段を提供しなければならないという意味です。
