厚生労働省の定義では、「働き方改革」とは、各々の働き手が自身の状況に沿った多種多様かつ強靭な労働スタイルを自主的に選べるようにするための変革を指しています。
日本が置かれている「少子高齢化による働き手年齢層の縮小」や、「労働者のニーズの多様性」等の現状問題に対処するには、投資や新規性に注ぐことによる労働効率の向上、雇用の可能性の拡大、そして自己実現のための適切な環境の設置が必須となっています。これらの問題を解消すべく、政府は次の三つの観点を中心とした具体的な政策を提示しています。
