CERTは、Computer Emergency Response Teamの頭文字を取ったもので、組織内部でサイバー攻撃の探知、対処、そして修復を担当する専門チームを指します。初めてこの概念が登場したのは1988年で、米国のカーネギーメロン大学が設置したCERT/CC（CERT Coordination Center）です。これをきっかけに多くの国や企業、その他の組織も自身のCERTを設立し、同系統のミッションを持つチームが世界中で整備されるようになりました。現在アメリカでは、国土安全保障省（DHS）に属するサイバーセキュリティ・インフラストラクチャセキュリティ庁（CISA)がUS-CERTを抱え、日々その活動を行っています。
