この制度は、特定の国で認可されている農薬が使用された農畜水産物が他の国へ輸出される際、その輸入国での残留基準値を申請できるものです。日本での申請手順等は、「海外で使用する農薬に関連する残留基準の設定及び改訂についてのガイドライン」（平成16年2月5日、食品安全部長による通知No. 0205001）にて詳しく規定されています。
