国際データマネジメント協会（DAMA）が発表したデータマネジメント知識体系ガイド第二版（DMBOK2）によれば、「データガバナンス」はデータ資産の運用を管理権限を置き、それを統御すること、とされています。つまり、データガバナンスとは具体的には、各種のデータマネジメントの守るべき規範を設けること、そしてデータマネジメントが定められた規範に従って実施されているかを確認する役割、またこのシステム自体のことを指します。データの収集活動という具体的なデータマネジメントに対しても、収集手順についての規範を設け、それに沿って活動が行われているかのチェックが求められます。
