OODA（ウーダ）は、決定過程を指揮する思想の一種で、Observe（観察）、Orient（状況判断）、Decide（決断）、Act（行動）の四つのアルファベットの組み合わせから生まれた言葉です。この一連の手順を継続的に適用することをOODAループと呼びます。特筆すべきは、各ステップの観察・判断・決断・行動を迅速に繰り返すという面です。予測が難しい状態、すなわちVUCAと呼ばれる時代には、急激に変化する状態を正確に理解・評価し、適応的な対応をとることが求められます。
