「TCB」とはTrustedComputingBaseの省略形で、コンピュータハードウェア、ファームウェア、ソフトウェア全般のセキュリティ保護体系を表現する言葉です。セキュリティが高められたOSでは、各種プロセスがリファレンスモニター（参照モニター）を媒介とし、隔離されます。このリファレンスモニターを含め、セキュリティポリシーの適用や管理を行う基盤が、いわゆるTCBと呼ばれます。コンピュータシステム全体のセキュリティポリシーを一元管理するTCBは、そのセキュリティポリシー自体の保護も必要な要素となります。
