「コンフリクト・ミネラル」とは、「タンタル、錫、タングステン、金」の4種の鉱石を指します。近頃、コンゴ民主共和国ならびにその辺境9ヶ国で採掘されるこれらの鉱石が、武装勢力の資金源になっているという問題が全球的に指摘されており、これに対する対策として紛争鉱物調査が行われています。具体的には、エレクトロニックパーツなどの輸出入製品に、これらの問題のある鉱石が使用されていないかを調査します。この制度は、2012年8月に最終的な調整が行われた後、翌年の2013年に実施開始されました。鋼材取引でも、時折この証明書の提出が求められることがある点にも注意が必要です。
