「サーフェスウェブ（SurfaceWeb）とは、ディープウェブやダークウェブと並べて述べられる概念で、誰もが自由にアクセス可能な一般的なネットコンテンツのことを表します。Googleなどの検索エンジンを介して平易にアクセス可能であり、特殊なブラウザや設定の必要性はありません。
匿名性や秘密性を持つダークウェブとは違い、サーフェスウェブの上にも大量の価値ある情報が点在しており、そのような情報を探し出すためのOSINT（Open Source Intelligence）ツールや手法が存在しています。サイバー攻撃者はOSINTを利用し、ターゲットにした組織の構成や連絡先、資産情報、さらには特定人物の個人情報やプライバシーに至るまでを調査することができます。」
