「セキュア・バイ・デザイン」はIT製品に特定の防御機能が組み込まれ、ユーザーをサイバー攻撃から護る必要性を重視する考え方です。開発の初期段階から、製造者は脅威に対するリスク評価を行い、その後の開発作業で保護対策を実装します。「セキュア・バイ・デザイン」は、「セキュリティ・バイ・デザイン」とかわらず用いられる場合もあります。2023年には、米国や英国、オーストラリアなどの国がこの「セキュア・バイ・デザイン」の基本理念を公式に公表しました。
