「タリン・マニュアル」とは、NATOCCDCoE（エストニア・タリン所在）が2013年に作成し、公刊した研究成果で、「サイバー戦争に適用できる国際法についてのタリン・マニュアル（Tallinn Manual on the International Law Applicable to Cyber Warfare）’」という正式名称を持っています。これは、国際法をサイバー戦争にどう適用すべきかを探求したもので、強制力は含まれていません。2017年には、このマニュアルの改訂版2.0が出版されました。主な目的は、サイバー戦争に関連する国際法の適用について、中立かつ非政治的な視点からの解説を専門家や研究者に提供することです。
